When i resize and image I set the longest side to 800 @72dpi. When I save it as a jpg I just move the quality slider until it's about 150k. What are you doing?

I assume your on windows m8, which does not always report the correct file size (size on disk v's actual size is a known issue)
To combat this, use "Save for web", and 800px on the longest side

The file size is reported correctly in PS when doing this, it will also give the correct colour space (srgb) and dpi for web.
Or just install this little program for resizing
